Biography
Sommer Moser
Sommer joined Davison Van Cleve as Of Counsel in 2022 after six years as an Assistant Attorney General with the Oregon Department of Justice representing the Oregon Public Utility Commission (OPUC). During her time there, Sommer worked on a broad range of cases in energy, telecommunications and water utility regulation. Prior to her time with Oregon Department of Justice, Sommer spent five years representing residential utility customers in Oregon in energy and telecommunications matters before the OPUC.
Sommer’s practice focuses on ratemaking proceedings, including general rate cases, renewable adjustment clauses and annual power cost filings, as well as policy and rulemaking proceedings related to integrated resource planning, large customer retail choice, voluntary renewable energy products, resource adequacy and wildfire preparedness. Sommer also advises on legislative matters from bill review to agency implementation.
Sommer’s deep fascination with energy began in her home state of Texas, where she worked on energy and environmental issues before the Texas State Legislature during an internship while at the University of Texas at Austin. Sommer’s experience in Texas led her to focus on energy and environmental law at the University of Oregon School of Law, where she earned her J.D., with certificates in Environmental and Natural Resources Law and Green Business Law.
